Hi Paul, I have found value investing in Cleveland, OH because it is home to Cleveland Clinic, lot of good neighborhoods, landlord friendly laws, stable appreciation and good cash flowing properties.

The first concerns health and safety and is something that an inspector could flag you for, the second is a zoning issue, and inspectors do not come into your property holding a zoning cert in their hand, zoning certs have to be ordered from the city and can take weeks to receive. 

Unfortunately I have been diagnosed with some major health issues that might cause me to have to quit working earlier than expected (and I have decades to go unfortunately) so I'd like to get into real estate for the cash flow in case my health gets worse. 

Today he's 70 in great health and blessed.

Don't for one minute put the EPA or the Health Dept up on a pedestal to me.

@Nicholas Di Giugno in North Carolina I would recommend Raleigh (tech & health industry) & Greenville (healthy & professional industries).

It was a safety and health hazard. 

Parents age/health could make premiums expensive.  

The Seller will not further encumber the property.DEFECTS:Seller warrants subject property to be free from hazardous substances and from violation of any zoning, environmental, building, health or other governmental codes or ordinances.

One local county requires an annual health inspection.
