Public official such as court clerks are there to serve the public with archive access to specific case files or, in some cases, demographic and health statistical metrics.

Landbanks are more or less where municipalities go in and take properties from negligent/bad landlords who leave properties un-kept for years, take them , mow the grass and re-sell them to people who will take care of them, otherwise they get torn down. 

My current propert(ies) needs approximately $20,000 to $30,000 to be in tip top shape.
