Not all landlords will raise their rents immediately, and many will always get caught with their pants down because their not engaged with what's happening in city hall.

What starts out crazy, ends crazier...Spare yourself and don't even engage these crazies.  

Keep engaging the forums and learning all you can.

Now would be a good time to start interviewing them/making friends, but you may not need to formally engage them until you are prepared to submit an offer.

That said, I'm not sure the Real Estate Commission has any authority over you, as a non-broker, unless you are engaging in activities that require a real estate license.  

But as a general rule, you probably should engage local counsel for handling the deal itself.

You might be best off engaging with an attorney at this point so they can explain to you what you signed.
