The total amount owed is almost FMV, so I doubt anyone will buy it "as-is", uninspected, at auction, for cash.

I've never lived in the Northern United States, but I would assume that their cold winters would have a higher maintenance/upkeep cost than areas with more moderate climate conditions.I doubt that there is any one state meets all of the above criteria.

At the end of the day I would have realized that my PM company did not do our due diligence to ensure beyond the shadow of a doubt the tenant had put the utilities in their name and yet we still gave them the keys to the property.
