In a coastal city with so many protected lands and species and soils they make it illegal to bring in your own water tanks even- god forbid you accidentally poison the soil- you wouldn’t, but they use that as a possibility which is why they don’t grant you building even WITH your own water source).

@Brian Owens:Try to find off-market deals to BRRRR.Be careful about town homes, the HOA fees can kill your cash flow and god forbid there's a special assessment.You're probably lucky that the deal you mentioned didn't work out.
