What I know is its as simple as contacting the housing authority, getting an inspection, finding a tenant and signing the lease with the tenant and a separate contract with the housing authority.

Box can be provided for the owner, but a manage has to provide a street address -which in this case would be helpful.More to the point, it is suspected that the "landlord" in this post is operating without the owner's authority to rent the property, and has not revealed that fact to his tenant.
