I ran very conservative numbers and think I could transfer the water/sewage to the tenants, increasing my return.

Also, when it does rain hard there is some water that leaks into the basement, but in both units there is a properly working floor drain and nothing is down there to get damaged. 

You're relying on future events you have no control over, and no time table. 

My duplex is okay per zoning and was originally built with 2 units and is metered seperate for both electrical and water. 

City water and sewage, which I pay for both units, seperate gas and electric.

How old is the roof, HVAC, and water heater?
