If you are planning on occupying the home as your primary home there are specific renovation loans designed for this purpose where you don't bring the renovation money out of your pocket. 

I just did this in Texas for less than $100 and your mil and ail can both leave you their half on passing with no probate (may be state specific so do your own research).

And without looking at these specific emails you mentioned (and the amount that the lawyer billed you), it's hard to say if you got overbilled or not.

The process is specific to the municipality you are in, from what I have read Seattle is not landlord friendly so if it were me I would hire an attorney who was experienced in the process.In Virginia the process is simple enough to do it yourself - and I have a few times.

It specifically says that they (the seller) will pay all of the costs of the 1031.
