Never let a tenant (even if they are the primary one) to collect rent from another tenant - I did the first month and the tenant spent it on his electrical bill "The power company was going to shut me down!"

The answer is to fire the two guys and give or sell the homes to the residents.Most parks have a higher net income from adjusting the lot rent to full market and then shutting down the home rental empire.

You risk the city finding out and shutting it down.

Water shuts offs are your responsibility, toilets and sinks, bathtubs and nozzles and such are your responsibility.

@Jay Hinrichs I didn’t want to sound stupid so I kept my mouth shut on the 50,000 watt comment.

They shut everything down and I felt so bad because of all the deaths I agreed to cancel the contract.

Things that tell a criminal the house is vacant are for rent signs,  no curtains or no mini blinds in the windows, utilities shut off, yard not mowed,  and you get the point. 

They will be shut down soon.

If your roof looks old, your windows are broken or your crawl space door does not shut, your insurance company will tell you to fix them or they will drop you.
