I would look locally within about 1hr drive of where you are now.I don't think long distance to Rio Grande Valley is your answer, unless for some reason you have some intimate knowledge of the area, grew up there or have some kind of unique insite, like you're the hiring manager for a hospital or transplant director or social working helping patients and families who have long term stays.   

Know the area:  I grew up in a rural area of North Florida.  

A lot of GC's in the high desert area grew up building homes in 1980's and don't understand the building techniques needed to comply with the 2020 codes.
