Technically owners are supposed to be the ones actually renewing these licenses anyway since you have to make certain affirmations about the property (lead status, fire safety, habitability, etc).

Backyard shouldn't be an issue unless it's an obvious safety issue and renters are going to be much more tolerant than buyers, on average, of small imperfections like rough cabinets, paint issues, etc.
