I do have lots of experience working with turnkey companies - for over 5 years, and the first thing I would say is that if the company is in Florida selling turnkey in PA, then it is a good chance they are not really the sellers, but more of marketers.

@Kusum ChanraiIf your end goal is to have good appreciation upside and a good chance at a purchase then I would look in the "tier 2" areas that are currently experiencing heavier gentrification and development.

An appraisal is an estimate of value and how a buyer is financing the property should not affect the value.
