On the reno budget side, identify in what areas you can invest some sweat equity. 

Their would be no dryer option with the cold water feeding both hot and cold tap on the hookup due to I have to foot the water bill and would be specified in the lease. 

That's what we're working on now... one or two sources, same general requirements (stainless steel vs black, ice maker or no, top-down vs side by side, etc).

On the property side of the meter is the property owner's responsibility. 

You need to understand the buy side, marketing to other investors, estimating repairs and exit for a flip.

(I'm currently living in Phoenix metro, on the East side, and specializing in lease options, subject to acquisitions, pre- foreclosures, etc.)   

Until you're making, in wholesaling, at least enough to support yourself (dont forget you'll pay more in taxes and pay for your own healthcare), keep it as a side gig for now.
