Think outside the box here.The CAP rates in Vegas are segmented by area as @Phillip Dwyer mentioned.

There is a lock box on the house as far as I know, I can check that but still feel that someone there would be a help. 

There is no mystery here or secret the program is pretty clear do they have tons of affiliates and programs they want to sign you up for and make money?

If you know someone, you could get a new 2.5 ton unit, line set, a-coil, new disconnect box (if needed) installed for around $2000-$2500.

Was just looking at a property today in Sacramento with potential for a 10.5% cap rate that I would love to jump on, but timing is not right for me.You just need to think outside the box, work with creative people, and you'll find some fantastic deals. 

It was a mystery to me. 

Nice cash flow almost right out of the box.
