I did the find this article (slightly dated--Feb. 2017) about the most dangerous square mile of the city. https://www.theindychannel.com/longform/indys-red-zones-life-in-the-citys-deadliest-square-mileI know the city is changing fast, but my guess is this still holds up as the most dangerous areas, even if it is slightly improving with time.

The NJ Truth in Renting Act states below:"(3) AN OWNER OF A BUILDING WITH THREE (3) OR FEWER UNITSWISHES TO PERSONALLY OCCUPY A UNIT OR HAS CONTRACTED TOSELL THE BUILDING TO A PERSON WHO WISHES TO PERSONALLYOCCUPY IT and the contract calls for the unit to be vacant at closing.
