Tax defaulted property auctions and lists of the properties for sale are announced on county websites and in the local newspapers.You might read the book 16% solution ....they probably discuss CA in that book....very basic overview.

That being said I think we are both on the same page that neither cash flow or appreciation should be considered in a vacuum to make decisions but the whole investment should be looked at as comprehensive investment.
