Before heading back out of town (I lived in Los Angeles at the time) I bought a gallon jug of bug killer spray from Lowes that stated it killed bedbugs and sprayed the heck out of the two vacant apartments and the carpeted hallways as well.

More durable, still fairly inexpensive, and again isn't dramatically more expensive than mid grade carpet, which will need professionally cleaned and replaced much more frequently.

The tenant should have sent a certified notice of the damage (water entering the unit) as well as notifying the landlord that water was soaking into the floor, wall, carpet, etc. before there was mold.

It's nicer inside that others comparable in rent here, nicer carpet/windows/paint vs. the standard plain white walled rentals and cheap carpet.
