What are people using to manage/track their fix and flip milestones, tasks and progress?

With any rent-by-the-room asset, you need to hire resourceful management.

The property manager has said repeatedly that there is no way for them to prove this,  but I haven't heard from them exactly why that is.

Written by attorney investors, it's full of practical advice about the management of investment property, has sample forms that can be edited, and - most importantly - tells you what your primary state laws are and where you can read them.

I am just getting started managing 7 units.

There is  one roofing company I trust but they don't do repairs.There's also the fact that this property is expensive and I think these roofers show up and immediately see dollar signs.

Your pre-approval is enough to let your agent know that you’re financially ready, and is primarily what they’ll be looking for.

Whether you do that or not I don't think that will solve your problem (and I would generally recommend against it if it's a decent property as lots of Section 8 units together concentrates poverty and can bring a property down; yes there are plenty of good Section 8 tenants but we're speaking in aggregates here).The big thing you need to do is find a way to get all of the problem tenants out.
