The only person I see getting angry and unable to control their emotions is you. 

My first bit of advice would be to get here and use your TLA (temporary living allowance) while getting a feel for the island before making offers. 30 minutes of driving on this island will take you through 5 completely different towns with different feels, traffic, home evaluations, etc.

Then they watch about 30% of it disappear in a matter of weeks to something they feel was out of their control.

When it comes down to it you only have so much control in how your tenants live their everyday lives.

Any measures to control something before it gets out of hand is best. 

(In comparison, the Asian countries that were able to control coronavirus levied much higher fines- Taiwan fine was about $30,000 for breaking quarantine).
