Tenants dispute - suggestions please!

Hello fellow landlords!

Amid all the issues we’re facing with COVID-19, I have a different dispute going on between my tenants. My partner and I own a 3 -family property. We had all tenants sign addendum which includes no smoking clause.

First floor tenant breached the rule but after my discussion with him, he promised not to do it again. Second floor tenant keeps complaining that the smoke is still inside the hallways and goes into her apartment while the first floor tenant swears that he now only smokes outside on the front porch.

Aside from visiting the property, what would you do? Thank you!!

@Helen M Leyzerovich  Ask him to smoke further away from the building.  I would also install sweeps on the inside of all doors on the bottom and redo the insulation (I can't remember the name-but the squishy stuff on the door frame that creates a seal when the door is closed).  That should help keep odours inside the unit and out of the hall and prevent and from the hall entering the units.
