I suppose a larger portion of my problem with smoking weed inside the house attributes to what some of @Damaso Bautista mentioned relating to it being a house-hack. 

Not sure if my numbers are correct but based on what my city charges for water at 1.8$ per cubic m which is 264 gallons your house is supposedly using 326 gallons per hour 24/7 30 days per month.

$100 a month minimum is really common I suppose.

Part of it is supposedly cutting down on red tape that makes it difficult to develop in CA.

I wasn't aware of the statutes that set the proper way I'm supposed to notify tenants of withholding security deposits, so I just let her know that I'm going to use these funds towards renovation of the unit via text message, and after the 30-day period allowed by law.A few months went by, and she now hired an attorney and is suing me at small claims court for the security deposit.

For me, I just find it easier to wrap your head around just managing 1-2 people rather than trying to do everything that they are supposed to do but with multiple units.
