We don't need to track daily issues with tenants, we're looking to evaluate which properties perform better than others (so it would track ROI, money in vs. expenses).  

I am not inclined to allow this, but I have thought of requiring that he rent at a daily rate until closing.

Whatever it is you choose, relentlessly showing up with daily action and in 1-12 months you WILL close a deal.

After repeating those same steps daily, you would be doing deals without even thinking about it! 

(Usually would advise not letting current PM go until you've got another PM waiting in the wings to take over as daily PM tasks are often set aside in spite of being fired- including rent collection in  some cases!)
