Probably stating the obvious here but your going to continue to have this problem until you install some drainage that directs all that water from the downspouts and any residual surface water, to the street (pop up drainage emitter near the sidewalk).

A contract for deed doesn’t transfer legal title, it’s a contract that states title WILL BE transferred when the loan is paid off, or a specific amount of equity is accumulated in the property.

I just got off the phone with a Rocket mortgage lender and he stated that any property intended to be used for investment will require 20% down.

I'm from Vancouver (the one in your state) so don't know firsthand but will ask them and get back to you if they can point me in a good direction.
