I cant spend 10 or 15 hours with someone who ultimately isn't going to close a deal.

that’s what’s ultimately worked for me.  

It sounds like the pet is being kept in the 3rd tenants room but is quite smelly and causing issues for the couple so they have approached the 3rd tenant about the situation and ultimately threatened him with calling the police to help deal with the pet.
