As far as the damage is concerned, it's not so much that it's dirty and the fins are bent (which personally would drive me nuts if it were my" new" AC unit), but if the unit were to fail prematurely or require service, no matter what or when, it will be your fault.

& IMHO if a joist fails... the structural integrity of the building is impaired & it will greatly effect the condos of the 2 units above me.

Get it tested, and put her mind to rest.And then tell whoever owns the property to get in without delay, and get the peeling paint sorted out.For instance, section 8 has a set of requirements, and peeling paint is a fail.

I've failed 4 times (2 HUD flips, 2 rentals) when trying to invest on my own so far so I need to take a different approach...plus those failures drained my self-directed IRA of pretty much all capital so I'm starting over - not unlike the student in The Richest Man in Babylon.

Some folks market to absentee owners exclusively as it is known for failed landlords that will sell their homes super cheap.
