I try to respond to everything as it comes in, especially during normal work hours, so this will always bother me.As an investor, when people tell me where not to buy; that lets me know a lot.

Every time I need to ask her something she acts like I'm bothering her, ignoring my emails/texts, and I even started feeling uncomfortable approaching her.

Use pex, maybe replumb so its super easy to valve off and drain the system, insulation, heat trace, circ pump, etc.Problems dont bother me so much when I have this mindset of, ok, now I get to improve the setup and it wont happen again (most likely). 

Or, who knows, maybe the poor dog held it for as long as he could but no one would bother to let him outside.

If not, why bother?

Also they just start shouting up to the person bothering all the other tenants.

If you aren't willing to put in the time and money to see it through long-term, then don't bother starting.I tried cold-calling once.

The clothes don’t bother me nor do the cups… Unless the cups are spilling and there’s food causing a rodent or pest issue or damage to flooring. 

Personally I wouldn’t bother unless the timing randomly works out perfectly.
