I'm working on putting together a marketing campaign to see what kind of off-market deals I can find, but am still in the early stages of that.I realize GT and Winnie are decent for finding deals, but living where I do, Baytown is only a 30-40 minute drive in the opposite direction.

I'm interested in Chicago because I've partnered up with my dad who can manage the properties, and two because I feel that Chicago is a pretty diverse market which may have room for investors still in early stages.  

We are a regional health center, a state university and 6 private universities, KRAFT, a regional law enforcement bunch, a federal prison trucking companies, Army aviation repair depot, the list goes on.

Observation windows overlook each floor so mothers can study or eat or talk while they watch the kids in the center.

The population size would not by itself be a factor one way or another; we have seen some pretty major population centers go down the toilet. 

I would highly recommend finding out what book the local Real Estate licensee testing center uses, buy it used and READ IT!
