@Tara TunpichartiI avoid properties with HOAs, but other investors such as @Eric Hardt has made it work.I don't like dealing with HOA boards, special assessments, and how they might make things more miserable for an investor (changing rules etc). 

You need to have a chat with a local attorney that specializes in landlord/tenant law.

Specially, this is referred to the “Texas 50(a)6 rule”.

This will help you to go through all the different loan options that are out there and help you to decide which product - A- that you qualify for and B- fits your specific needs. 

I love the 203k and home style products.

Credit Union also has some great loan products for non-owner occupied homes.Have fun!!!

They specialize in 30 day rentals which is what most HOA's require in San Diego

I’m assuming that would make a portfolio loan from a local bank the next best option.My question is: Would they have a commercial loan product available to a new investor with only one property or would they only want to talk if you already have a few properties under your belt.
