You put your team together there, market, talk to sellers, get the property under contract (I like using a Pure Option for this) market to buyers, do the paperwork and close.I have found investors in other markets (Memphis, Canton, Ohio, Ft Collins, Tx, DFW) to work with also.

From a pure cashflow perspective, the 4-bed unit is far superior to the 2-bed units in most duplex comps in the area (my feeling, anyway), reflecting a $500-700 premium in rent rates, especially if rented to Section 8.
