Due To a hoot market, people have bought homes all over after without inspection. 

If it’s a deal that really becomes viable, I’d have an inspection done and receive some bids to make sure it could be done in that budget.

If you feel it's a violation and the tenant is being dishonest, give them written notice of an inspection within 24 hours and go verify yourself.

I am not even sure if you saw the property, had an inspection done to find any deferred maintenance or safety related items.Get your learning curve up fast 

After inspections I was able to get another $8,000 off the selling price to account for extra labor that would be needed to fix the place up.
