I've recently discovered an off-market deal that meets all of my criteria (estimated purchase price + rehab less than 70% ARV; should rent for ~ 1% what I'm "in" the property for; reasonable expectation of moderate appreciation, etc.). 

In FL. What's the procedure for me to update the records?
Also, when asking for an appraisal, will it get appraised based on public records or by the actual number of bedrooms even though one is without a permit? 

I sat with him and discovered his needs/wants.
