Like anything else in retail, the reputation of a product takes a long time to establish, it may not take as long to kill a reputation but many retailers ride on the coat tails of their past reputation a long time before the public realizes quality has dropped.

It should depend on the location (better locations would have lower IRRs) and the amount of risk in the deal (major rehabs would have higher risk and thus higher IRR than a coat of paint flip).
