I will also be replacing fixtures myself such as faucets, cabinet pulls, cieling fans, etc. with more high quality finishes in hopes to add some differenciation between other units in the complex, making it slightly more appealing.

As I see it this is not really all that different from telling the tenant to let the water drip and open the cabinet doors so the pipes don't freeze and the tenant not doing it.

All you have to do is be patient, provide a good product, marekt it well online with great pictures, communicate to prospective tenants about great customer service and the good tenants will come and stay!
