Their commute both ways was in the off prime hours so low traffic. 

I'm sure there are several of them around the US, but it is one of the ideal places for someone looking to move who wants to work 100% remote - relatively low home/rent prices, no state income tax, nice weather, good traffic/road infrastructure, access to the beach, plenty of arts and activities, etc.The risk is in the property you choose to invest in, not the market you choose.

Noise, traffic, and trash are a problem from the college students.

That should start kicking up your traffic and getting people looking at your site.

The good news is that hopefully, you will get a lot of traffic from all of the others homes for sale in that neighborhood.

I moved  Florida and opened a low rent hight foot traffic restaurant, saved and am almost ready to get back in the game.

If you’re near a stop or intersection they may use discretion and reduce the distance since traffic will either be slowing down or not up to speed.  

Generally anywhere you have an influx of tourists, and high traffic is where you'll find what you're looking for.
