The other issue is that these same tenants smoke, not on the property, but they put the butts in a can on the wooden porch and then dispose of them - gross really - anyway, Ontario is going the way of BC more and more - very tenant-friendly. 

Yes there are must haves... but there are federal, state, county, and city laws that you need to know.

In California, we have bogus ESA law (AB468) that establishes minimum criteria for patient medical provider relationship and poses harsh punishments to medical providers that provide bogus ESA authorizations.  

Factor in landlord friendly laws, 4 lowest property taxes that don't reassess on the sale and the straight cash flow is not as important.

Regarding wholesaling, Illinois changed the law about 4 years ago which requires wholesalers, for the most part, to have an agent license.

My grandfather took over the sellers mortgage as apart of the deal; the issue I am having is I found out that mortgage payments were stopped about 7 years ago.

I heard that there is a moratorium on any more large developments due to the water issue.
