You may even be able to find a buyer nosing around the boards and areas where sec 8s are advertised.

Yes, the owner could still be living there so you will either have to do cash for keys or evict (we've had to do both). 

My wife is on board with investing, but we have improvements to our own home we need to do, which we would need to also use the HELOC for. 

It’s always best to offer cash for keys instead of doing an eviction but have a set timeline and strict criteria so you don’t get taken advantage of.

The key with turnkey (and you will see myself and other old pros harping on this endlessly) is to find a provider you trust to stick with you for 10+ years.
