I have no personal knowledge of bidding on REO reverse mortgages but if you can substantiate your bid via your own contractor's bids or own appraisal I am sure there is some way to get your lower bid reviewed by a committee delegated authority.

Small banks often approve loans by committee, so if you can convince them you are worth taking a chance on, someone will give you a loan.

We are quite certain they have not applied but I have been offered the opinion that the judge will simply side with them if they say they have because the judge will be too worried about approving an eviction that could turn out to be illegal and worried about his/her re-election if they are looked at negatively for doing so.
