You take control more by electing to pay them yourself.

I have no personal knowledge of bidding on REO reverse mortgages but if you can substantiate your bid via your own contractor's bids or own appraisal I am sure there is some way to get your lower bid reviewed by a committee delegated authority.

It could happen if the economy cools too much there might be pressure to lower rates in a presidential election year. 

Small banks often approve loans by committee, so if you can convince them you are worth taking a chance on, someone will give you a loan.

I just went under contract on a house hack that used to be a duplex. the planning committee said I can convert it back no problem.

Regulations are being changed.After the next election, regulators will again be directed to be lax and they will be under funded, and the banks will be at it again.There will always be wrong doing, it's in the system.

We are quite certain they have not applied but I have been offered the opinion that the judge will simply side with them if they say they have because the judge will be too worried about approving an eviction that could turn out to be illegal and worried about his/her re-election if they are looked at negatively for doing so. 

The WPIA is the older one and I know a few of the committee there and they would be a good starting point.
