Charleston is only kept afloat b/c of the bloated state gov't robs Morgantown and the eastern panhandle and keeps overpaid bureaucrats and attorneys that relay on state gov't work in the state capital.

When I needed evidence that I sent something to a tenant, I printed out my Stamp History and gave it to the Judge,  and that always made them look at me in high regard because I always had evidence to back up everything I did, and my little helper was STAMPS.COM I hope this has answered your question.

Hopefully you are being "active" in the investment by seeing the valuation of the property and payment history before you make the investment.
