Cracks in the ceiling and worn out floors might not affect the livability, but everything should at least work the way it's supposed to.It does sound like the tenant is just covering themselves so they don't get blamed for the damage.

I even cleaned the house with chemicals that I purchased from a commercial janitorial company that are supposedly used to clean bio-hazard (death sites)........still didn't do the trick.

They are supposed to test that the heat works, not necessarily to know if the boiler is up to code (although most would probably catch it).So clearly if the heat doesn't work, then they were negligent.

I suppose my view of the Fix/Flip market being super competitive is colored by the mainstream news stories talking about how "hot" the flipping market is in Phoenix, and even seeing TV shows featuring some of the locals.
