A lot of the fixer uppers don't make it onto the open market so that agent will likely have connections to off market opportunities as well. 

It's an 1890's Queen Anne that was chopped up into an upper apartment with existing long-term tenant, and a hair salon downstairs that I converted into a 3/1 Airbnb.

The house is a fixer upper, needs leveling, pier and beam so not as pricey as slab.

I agree with Angie, maybe take the upper level because of noise.

If you want a fixer upper at a price you can BRRRR, you're either getting it from a wholesaler (if you're lucky as these are often as overpriced as the MLS these days) or sourcing it yourself off market.

The upper level would be overflow capacity in the peak season and a 4-week or 12-week rental to digital nomads in the off-season.

3) You should have started eviction process immediately, to keep the upper hand and PRESSURE on them to perform.
