Yes, sometimes, if you are buying a property that is obviously going to be flipped/ rehabbed it is likely the seller will have several cash offers if the price is right, if the property is priced unusually low don't expect a discount either.

It is not unusual for there to be significant problems I think especially in the sewer lines in old cities and many Philly residents have had to spend thousands and thousands of dollars to repair their lines.
