Be sure to stipulate in your contract who is responsible for taxes, insurance, closing costs etc.

Obviously it sounds like the sellers attorney or the title company.If it's title they usually have disclosure forms where they will not be held liable for holding the earnest money or dispensing it.There are guidelines in the earnest money part of the contract and the escrow provision that should stipulate that if the seller and buyer do not agree on the releasing of the earnest money it should be interpleaded into a court of law.Then the prevailing party will have their costs and damages covered by the losing party etc.It's really what all is in the contract for breach of remedies.

My sister in law got a large alimony grant in a divorce and her attorney didn't stipulate how it was to be paid  and instead of monthly over a period of years as expected, her husband gave her a lump sum and she paid a lot more in taxes that way.

@Joe GoreUnless this has changed, the 203K loan is tied to the contractor and thus there would be a contract in place that stipulates the stages and amounts that would be paid out in intervals to this particular GC.

The fact that Congress doesn't know how to pay their bills is not the landlord's fault.If they didn't work those days they should not be paying for it unless it their cleaning contract stipulates a minimum payment.
