I think in this market the buy and hold or BRRR are the best because of the historical above average appreciation growth and the tech and manufacturing jobs moving to the area. 

Longhorn has been doing 100% financing for 16 years with 8000+ closed loans and has a stellar reputation and many, many repeat customers.

Your price point of $1,100 puts you below nearly all of the competition mitigating that.The Philly L&I department has a terrible reputation.

My recommended next step is to reach out in your local network (probably folks here on BP) and attempt to find a reputable lawyer with specific RE/LLC experience in your state/area.  

If it has gone up and down rapidly, then that indicates a boom/bust market (typical in areas without a diverse job market such as areas where all of the jobs are in tech, energy, manufacturing, a single employer or supporting those workers for example).

That way you can find, reputable local resources for your STR. 

Getting permits takes months and finding/hiring reputable contractors takes more networking.
