Access to these,  I do not believe requires a license, but it is in the thousands of dollars for access at the level you need.

That means that not only are they resourceful, their dialogue is effective, informative and useful in you making your decisions.You evidently haven't found someone with the level of expertise you'd prefer. 

-- sort of depends where you live and if you want to invest out of state / have the ability to manage a team remotely, the best out of state investors are very active in managing their teams.

And the hardest part of all this is finding sufficient labor to rehab/manage the property.
