During my inspection, the inspector noted the issues mentioned in the termite and moisture report, as well as the following: - "There were signs of moisture intrusion at the subfloor/floor joist structure." - "There were one or more signs of fallen insulation in the crawlspace at the time of inspection.

The next item on the checklist is the possibility of moisture intrusion through these cracks.

A bit less intrusive.

Major renovations or minor, the tennants shouldnt mind if their getting nice upgrades but how intrusive will it be.

There were, however, a number of large items, including leaking plumbing, a rotted second floor deck, and water intrusion from the deck into a bedroom.We decided to hold off on the appraisal until we could get some estimates on the work to see the extent of the work required and the cost.  

We won't know if there is an issue with water intrusion and how much of an issue it may have caused.How do rehabbers deal with these unknown situations?

As the tenant there could be claims of intimidation and false imprisonment.What if the intrusion did not result in a sale and now the tenant is so pissed that they are fighting any attempt to show. 

If they intend to pass the law referenced in the OP, I would bet it is just another example of government intrusion into our personal lives.  

I agree with others on this one and install a french drain and seal the exterior foundation wall to prevent further water intrusion.
