It does currently have hook ups for a kitchen, and I'm assuming the cost to add the bathroom and some walls and equipment would likely run me about 10-15k. 

If you accepted the condition of the property when you signed the lease, and the home came equipped with working AC, the landlord must accommodate the repairs or replacement within a "reasonable" amount of time.

You can’t bring equipment back there big enough that would hurt/damage the slab.

The easiest method is to contact a laundry equipment distributor or route operator. 

I'm assuming the equipment would be leased because it is unlikely a tenant would invest in panels and a Powerwall on a rental.
