I have been googling for a couple days and been making calls to credit card companies, none of whom can help me. one card I did find was the BBVA compass card.

So, I understand your compassion and concern for this person.

If things just get worse, move to evict.Unlike some landlords I am not completely heartless and believe in giving a reasonable amount of compassion.

I went to work for them because I looove how their moral compass is set.

Paying taxes could be cheaper than not paying them and racking up fines/penalties/interest etc; maybe it has to do with their overall tax strategy; maybe it's on auto pay; maybe someone else is paying and doesn't realize the actual condition of the property; maybe the person has a strong moral compass and feels it's the right thing to do...But if you trying to find contact info... the tax bill gets sent somewhere to someone and it's obviously a good address if they keep paying it. 

Compassion will be your downfall.In all honesty the majority of new landlords will take the risk and usually end up losing 3-6 months rent.Your move.
