There were challenging grading issues and limited access from the street to bring in utilities.

Either way, you win the auction, you have access to deed on the property.  

If money’s the issue (which is highly likely), you could offer to cover the advertising costs upfront, if possible,  and adjust their commission by that amount.

You may need to do a little work to close up some access points, but I doubt this is a huge undertaking.
