Should I look to install solar panels to help offset the cost of utilities, either in the shared space (hallway lights) or across all units? 

Check well by water sources.walls: condition, holes, wavy, cracked, trimmed, paint, wallpaper, paneling, drywall, plaster and lath?

It has a new roof, new windows, new sprinkler system, newer garage doors on the bays, and newer electrical service and panels.

It's a fuse panel.

If you do choose the REI route, if a crash happens have your son take a couple roommates for $400/month, Air BNB it for the summers when school is out, put up solar panels, figure something out. 

My neighbor just put a bunch of solar panels on his house even!

When we do need a plumbing repair in the basement, I don't want to pay the emergency plumber an extra hour for moving 50 years of old paint cans and extra paneling out of his way.  

Not sure how much this will cost.3) There are 2 Federal Pacific Panels that I need to take out and replace ~$2500.4)  It looks like someone did a shoddy job with the sump pump, so I'll need to get that checked and repaired.
