No reason to pay off a mortgage early unless you're sitting on a bunch of cash with absolutely zero you can do with it and it's just in the bank making you zero interest.Don't pay off your mortgage, instead find another investment vehicle that can earn you a rate of return that's in excess of what your existing mortgage rate is.

The passivity comes down to the investment vehicle you choose, rather than the city itself.

Also, keep your ductwork out of the attic if at all possible to avoid chemical smell from AC unit.

Are you going to move the TSP money into a SDIRA or some other investment vehicle that will allow you to invest that money along side the rental income? 

I prefer holding until you have a solid plan to reinvest the equity in a better-performing vehicle.

No portable kerosene/gas/incense burning; limit candle burning; no excessive odorous chemicals/sprays/vapors; restrict toilets to biological waste and tissue paper; keep drains clear No BBQ’s or open fires in units or under eaves, canopies, porches.

If it was a meth lab you'll need to contact the city to obtain special permitting as well as testing to ensure that it doesn't have toxic chemicals and is safe for occupancy.

I would say the most important thing for you to do is research the individual offering the investment.Syndication is a great vehicle for an investor with limited cash to put a deal together.

Nor do you know the specifics about chemicals used to treat it, you likely don't have the mega expensive professional mower and other equipment they have, you don't have a crew of guys who can get it done in 30 minutes, etc.
